国が国民から非難を浴びないよう、国民の生活をより高いレベルで保障し、
退屈な国民に過剰なまでに娯楽を提供し続ける、このような福祉的状態のことを言う。
１世紀から２世紀にかけて活躍したローマの詩人ユウェナーリスが、
この表現を最初に使ったとされている。

ホーチミンのマッサージ店の従業員がストライキを起こした。
理由は長年勤務しているのに社会保険・医療保険の加入手続きをしないこと、不当解雇、また、労働環境にも問題があるという。これに対して、店長は給料の支払いをはじめ、その他の手続きを今月中に行うと約束した。

従業員がストライキをすれば、もちろん商売にならなくなり、店長からするとまずい状態である。
だから、そのまずい状態を避けるために、店長はきちんと従業員の要求に答えた。
このように、自分が不利にならないよう上の人が下の人を保障する、この状態が
「パンとサーカス」であると思い、このニュースを選びました。
